She finds Amanda in the park and tells her to leave town before he reputation is ruined. Quinn witnesses the whole conversation and feels (in her gut) that Olivia was too blunt and Amanda tells the truth about her affair with the president. Olivia trust the president because of their history but this time her gut is wrong.
